Pre College Committee Operations Manual

Purpose
The purpose of the committee is to represent members who are educators at the K-12 grade level.

Vision
Active participation of pre-college educators in the division by sharing their insight and expertise in the classroom, while at the same time assisting pre-college educators in the advancement of their craft.

Composition
The committee is composed of
- A chair appointed by the Division chair,
- 12 additional members, to fulfill duties related to the following activities
- ACS Fall National Meeting (2 members)
- BCCE (2 members)
- CHEMED (2 members)
- ACS Spring National Meeting (2 members)
- Regional Meetings (2 members)
- AACT (2 members)
- 2 associate members representing:
- The Journal of Chemical Education
- Chemical Education Xchange

Term of Office
- The committee chair serves a three-year term and may have previously served as a committee member.
- Members serve three-year terms and
- Terms are staggered with four (4) committee members either returning or coming on new each year. Members may serve up to three 3-year terms.

Responsibilities
- Propose symposia topics to the division’s meetings, share expectations, and call for volunteers through the committee’s newsletter or direct communication via text, phone, or email. Below are the various activities:
- Propose symposia topics for the ACS National Meetings
- Propose activities for Teacher’s Day at the ACS National meetings
- Propose symposia, and or workshop topics for BCCE
- Propose symposia and or workshop topics for ChemEd
- Assist in Regional Meetings by proposing workshop activities, symposia topics, and encouraging participation and/or attendance of pre-college educators.
- Be a member partner with AACT
- Communications
- Maintain information on the DivCHED website that is appropriate for the pre-college community, through the Pre-College Committee Newsletter, to be posted 4 times a year on the committee’s webpage
- Keep minutes of the committee’s meetings, share with committee members, and post on the Division’s website each quarter.
- Keep the annual budget up to date (Excel/sheets file in Google Drive)

Resources Information
The list of resources for Pre-College Educators held on the committee’s page must be kept up-to-date, with revisions made each academic quarter, or earlier if due dates for opportunities require it. Post on the committee’s webpage and request to post in AACT’s monthly newsletter.

- Brainstorm symposium proposal topics for Fall National Meeting.
- Ideas for workshops and presentations for Teacher’s Day at the Fall National Meeting

- no meeting (End of semester, graduation, AP Exams, etc)
June:

July:
- In-person or online attendance from the BCCE or ChemEd conferences
- Preside over symposium at conference (BCCE or ChemEd)

- In-person or online attendance from the ACS Fall National meeting
- Preside over symposium at Fall meeting
- Begin symposium and workshop proposals for the following Spring National Meeting.
- Budget request for the following year.
September:
- No meeting (Fall semester begins)
October:
- Quarterly meeting to report new business
- Fall Newsletter overview
- Members draft reports on conference activities
November:
- Updates to the Operations Manual.
- Assessed collaborations with other committees.
- Report on members renewing or finalizing their terms. Propose new members when applicable.
December:

Chair Responsibilities
- Organize and attend all committee meetings throughout the year. Meetings are held online (via Zoom). Record attendance of members and keep minutes of each meeting. The minutes are included in the quarterly reports submitted to the Division. Reports are posted on the Division’s website.
- Write a summary of the committee’s goals and activities to be shared with candidates interested in becoming members.
- Monitor the progress of symposium and workshop topics proposed by committee members. Share progress at each meeting.
- Monitor the committee’s Newsletter and Budget Files.
- Follow the schedule of duties shown below.
January:
- Start new files for the year in the Pre-college committee folder stored in the cloud (Google Drive as of 2025)
- Submit the committee’s annual report to the Division secretary to assist with the preparation of the Division's annual report.
- Request from the Secretary a Zoom link for the committee meeting at the ACS Spring National Meeting.
- Solicit volunteers for appointment to the committee in the spring issue of the Division newsletter and through e-mail to other pre-college educators.
February:
- Distribute an agenda for the committee’s meeting at the ACS Spring National Conference to be held in March
- Request a meeting room/Zoom link for the committee’s meeting at the summer conferences (BCCE or ChemEd) in July.
- Submit a committee end-of-year report for review at the Division Executive Committee meeting.
- If appropriate, requests for items to be included on the spring Executive Committee agenda should be submitted to the Division chair.
March:
- Moderate the committee meeting at the ACS Spring conference. (in person or online via Zoom)
- Request “Bird of Feathers” for July conference (BCCE or ChemEd)
- Attend Executive Committee meeting (in person or online via Zoom)
April:

June:
- Share the Mid-year report with committee members, including the budget for the following year.
July:
- Moderate the committee meeting at the BCCE or ChemEd conference (in person or online via Zoom).
- Preside over “Bird of a Feather” in person or via Zoom at the BCCE or ChemEd conference.
- Submit a committee report for review at the Division Executive Committee meeting in the Fall
- Post quarterly report on the Division’s website • Submit nominations for Outstanding Committee Service
August:
- Submit the budget request for the following calendar year to the Division’s treasurer.
- Moderate the committee meeting at the ACS Fall conference (in person or online via Zoom).
- Preside over “Bird of a Feathers” in person or via Zoom at the ACS Fall conference.
September:
- No activities
October:
- Report to the Division on the number of committee members who are completing their terms of office in the current calendar year.
- Recognize and thank committee members who are recipients of the Outstanding Committee Service Award.
November:
- Request reports from members on their activities/responsibilities assigned. Due by December’s meeting.
- Request nominations for new volunteer members to join the committee if needed.
- Request updates to the Operations Manual.
December:
- Share documents of potential long-term value that are not needed by the chair in the fulfillment of their duties with the Division archivist/historian.
- If the chair is completing their term of office, the committee’s files are updated and shared with the incoming chair by January 1.
- Complete the first draft of the annual report with the updates from members on the activities they were responsible for throughout the year.
- The updates on the Operations Manual are forwarded to the Division’s Chair.
- The chair sends thank-you letters to all committee members who have completed their terms of office.
